The council was established after World War II and its first concrete result was the introduction of a Nordic Passport Union in 1952. The Nordic Council of Ministers has explicitly stated that it wants the Nordic countries to be the best place in the world for young people and children (Nordic Council of Ministers, 2018a). However, despite the favourable family policies that have been enacted in support of this goal, the birth rate is below replacement levels in almost all Nordic countries.
